石河子经济技术开发区地处天山北麓中段，古尔班通古特沙漠南缘，东距首府乌鲁木齐市150公里。石河子市位于北疆人口最为密集的天山北坡经济带的腹心位置，同时也位于北疆消费市场的中心。

      1992年12月，经自治区人民政府批准成立石河子经济技术开发区，2000年4月，经国务院批准升格为国家级经济技术开发区；1996年4月，经自治区科委批准在石河子经济技术开发区内设立高新技术工业园区；2006年3月，自治区人民政府批准设立石河子北工业园区，规划总面积31.2平方公里，石河子开发区管委会受八师石河子市政府委托负责开发、建设和管理。

      石河子经济技术开发区秉承“绿色、生态、环保、以人为本”的发展理念，围绕建设“绿色生态产业园”的发展设想，发挥西出中亚之亚欧大陆桥沿线最西部国家级开发区的优势，依托新疆丰富的农副产品、矿产等资源，重点发展纺织、食品、化工和农业装备四大产业，配套发展能源建设、新型建材、机电、包装、医药、服务业等，最终将石河子开发区建设成为新疆产业化加工基地、面向亚欧大陆桥沿线各国辐射的外向型出口加工区。

截止2008年末，石河子经济技术开发区注册企业609家。已有台湾康师傅方便食品、旺旺乳制品，浙江杭州娃哈哈饮料、江苏南京雨润肉制品、北京燕京啤酒、内蒙古伊利乳制品、河北华龙日清今麦郎方便面、浙江雄峰纺织、江苏华芳纺织、沙特阿拉伯阿吉兰纺织、浙江弘生家纺等众多知名企业相继落户。

      开发区和北工业园区工业用地，最长出让年限为50年，最低土地出让金按4.08-13.6万元/亩分类收取。投资者以出让方式获得土地使用权，在足额缴纳土地使用权出让金后，可依法转让、出租或抵押。

石河子开发区出让的地块基础设施配套的标准为“六通一平”，即电力、供水、供热、通讯、排水、道路，保证场地地貌平整。

 

Shihezi Economic & Technological Development Zone locates in the middle part of northern foothills of Tianshan Mountain, southern edge of Gurbantunggut Desert, 150km away from Urumqi, the capital of Xinjiang. ShiheZi City lies in the kernel region of the Northern Foothills Economic Belt of Tianshan Mountain, meanwhile the center of Northern Xinjiang Consumption Market.

the Shihezi Economic & Technological Development Zone is permitted to established by the People’s Government of the Autonomous Region in December 1992, then promoted to the state-level economic and technological development zone permitted by the State Council in April 2000;

Hi-tech Industrial Park is established within the Shihezi Economic & Technological Development Zone in April 1996;

North Shihezi Industrial Park is permitted to set up by the Scientific Committee of the Autonomous Region in March 2006, with programmed area of 31.2 square kilometers, whose development, construction and administration are entrusted to the Administrative Committee of the Shihezi Development Zone by Shihezi City Government of the 8^th Division.

 Sticking to the development concept of “green, ecology, environmental protection, people orientation” , surrounding the development presumption of “green ecological industrial park” construction, the Shihezi Economic & Technological Development Zone develops mainly the four industries, that is, textile, foodstuff, Chemical Engineering, and agricultural equipments and develops other supporting industries as energy construction, new-type construction materials, Mechanical and electrical industry, package, medicine, services to exert the advantage of the most western state-level development zone on the Euro-Asia Continental Bridge, and to construct the Shihezi Economic & Technological Development Zone into the Xinjiang industrialization processing base, and export-oriented export processing zone radiating the countries along the Euro-Asia Continental Bridge.

There are 609 companies registered in the Shihezi Economic & Technological Development Zone by the end of 2008, including Taiwan Masterkong Instant Food, Want Want Dairy Products, Zhejiang Hangzhou Wahaha Beverage, Jiangsu Nanjing Yurun Meat Products, Beijing Yanjing Beer, Inner Mongolia Yili Dairy Products, Hebei Hualong Nissin Jinmailang Instant Noodle, Zhejiang Xiongfeng Textile, Jiangsu Huafang Textile, Saudi Arabian Ajilan Textile, Zhejiang Hisun Home Textile.

The longest transferring period of the industrial land of the Development Zone and the North Industrial Park is 50 years, the lowest land transfer fee is withdrawn as 40.8-136 thousand yuan/mu. The investor can acquire the land use right in form of transfer, which can be transferred, rented or mortgaged by law after full payment of  the charge for land use.

the standards supporting the infrastructures in the transferred land of the Shihezi Economic & Technological Development Zone are “six connections and one leveling”, that is, electricity, water supply, heating, communication, drainage, roads, and the leveling of site landforms.
